The city of Fukuoka enacted in 1987 an ordinance that stipulates the methods of planning and managing its landscape. After 20 years of landscape control, the city decided to revise the ordinance and make an overall landscape plan based on the Landscape Act of 2004. To make this endeavor practical it is necessary to assess the effectiveness of the old ordinance. Thus, a survey of the color of high-rise buildings and specially designated scenic sites/areas were conducted. As a result, the effectiveness of the ordinance was confirmed, particularly in terms of its chroma regulation. |
